This figural curly blond haired girl in a red dress ornament is known as Goldilocks, and can be seen on page 199 of Lightner's book Christmas Rarities, A Pictorial Collection of Rare Antique German Glass Christmas Ornaments. Actually, this ornament is more well defined and looks older than the one pictured in the book. This is the true 1930s version, not the one from the 1950s.
She's just over 3 inches high and is in good condition. The inner silvering has degraded some over the years, causing a pearly white appearance to the arms and lower neck/chest. There is some mild flaking of the paint as shown. There's a sliver of a pike chip under the metal cap but the ornament hangs properly.
